TITLE: Information Technology Capital Planning and Investment Control (IT-CPIC) Support

DESCRIPTION: COMPASS was engaged as an impartial industry partner for carrying out “trusted advisor” assignments under this contract. The programmatic services provided spanned the CDC IT portfolio of projects which encompassed over 400 systems, projects and program activities that support major functions across the CDC. COMPASS was responsible for providing technical assistance in developing new or enhancing existing Exhibit 300’s, analyzing current major IT initiatives, and for translating how these initiatives impacted CDC program activities. COMPASS developed and delivered training courses on Earned Value Management (EVM), GAO Cost Estimating and Assessment, Operational Analysis, and on the HHS EPLC. COMPASS was responsible for facilitating and conducting Operational Analysis and comprehensive IT Assessments. COMPASS was often called upon to provide reviews, commentary, and industry viewpoints on policy and internal directives that pertain to how CDC continually strives to improve the management and governance of its IT investments.

TITLE: Analysis of Alternatives (AoA) for the Centers for Disease Control and Prevention (CDC) Office of Public Health Preparedness and Readiness (OPHPR)

DESCRIPTION: Compass conducted an independent Analysis of Alternatives (AoA) for the Centers for Disease Control and Prevention (CDC) Office of Public Health Preparedness and Readiness (OPHPR). The goal of the AoA was to recommend the best performance management systems that could be used by OPHPR. Our AoA framework simultaneously ensured conformance to the OMB AoA guidance by explicitly listing the required criteria and factors that were to be used during the analysis as well as taking into consideration all risk factors including those associated with the decision making process itself. The Compass AoA framework was made up of two phases. Phase I consisted of gathering requirements and conducting rigorous analysis to arrive at a recommended solution. The objective of Phase I was to facilitate and help key stakeholders make an informed, evidence-based, independent decision. By considering the perspective of all stakeholders in the decision making framework, we ensured that the mission, goals, and business requirements of the solution were sufficiently represented and included in order to accomplish the objectives of this effort. Phase II consisted of conducting detailed requirements and implementation planning. Since implementation planning and execution are very important factors, they were considered throughout the process but with more emphasis given to these factors during Phase II. In order to conduct the analysis of identified and to-be–discovered alternatives, Compass used a multi-dimensional and independent comparative analysis that supports robust resource allocation decision with the inclusion of uncertainty effects. To conduct such an analysis with the highest degree of accuracy and within a limited time-frame, Compass used Decision Breakthrough Technology (DBT), a proprietary decision support tool from one of our partners on this effort, Heran Consulting Group, LLC. Our two phased framework ensured that requirements and Federal Enterprise Architecture components were considered as part of criteria that were gathered in several facilitated sessions during the criteria development phase of the AoA. In addition, the goals and objectives of OPHPR were explicitly configured from the perspective of all stakeholders. Once the weighted criteria and decision framework were set-up, each alternative was rated against each criterion until the final recommended solution was realized.

TITLE: ERP Implementation – PMO Support for Financial and Business Management Systems (FBMS)

DESCRIPTION: COMPASS is working with the DOI leadership team as a trusted advisor for helping to manage a very complex Information Technology and Business Transformation project called Financial and Business Management System (FBMS). FBMS is a key element for successful execution of DOI’s strategic plan; it will replace more than 80 DOI and bureau-specific information and financial functions. The program is complex because of the transformational nature of how DOI is changing how it fulfills its mission. COMPASS has held key Project Management Office (PMO) leadership responsibilities since the early days of the project in September 2004. COMPASS’ long tenure on this engagement is testament of how the company has been able to deliver outstanding service that ultimately has contributed to the success of the program. TITLE: Customs and Border Protection (CBP) Office of Technology Innovation and Acquisition (OTIA) Systems Program Office (SPO) Support.

DESCRIPTION: Compass Systems Consulting, Inc. is providing programmatic support services to OTIA. In particular, Compass is assisting a Division within the Acquisition Policy and Oversight Directorate improve its effectiveness and efficiency. To accomplish this objective Compass is providing support in organizational planning, business process management and improvement, addressing program management weaknesses, developing and implementing key foundational components, and transferring knowledge to OTIA staff through coaching and training. Our team was instrumental in the development of a framework and methodology to assess, document, improve and monitor key processes. Process improvement efforts without the necessary foundation in place does not yield maximum benefits nor are they sustainable. To ensure long-term success, Compass has assisted OTIA develop and implement a Process Asset Library (PAL), created a Roles and Responsibilities document, and establish a Contract Lifecycle Review process. All of our support efforts are focused on delivering results directly aligned with OTIA’s strategic goals and objectives.

For BCMO, analysts help assure the quality of all types of contacting actions; produce timely notifications regarding new policy, procedural and regulatory requirements; facilitate agency responsiveness to audit activities initiated by the General Accountability Office and the DHS and CBP Inspector General; facilitate Procurement Directorate responses to Freedom of Information Act requests for procurement information; and develop information technology procurement workload and quality assurance databases. Compass delivers these support services through a team of highly qualified senior analysts with extensive expertise in these specialized areas. TITLE: The Contracting Freedom of Information Act (FOIA) Branch (CFB), Audits and Oversight Division (AOD), Procurement Directorate (PD), Customs and Border Protection (CBP) Support

DESCRIPTION: Compass provides the full panoply of administrative support services, short of making any final decisions concerning the disposition of FOIA requests. Compass has supported the CBP SBI Acquisition Office (SBI AO) and CBP Procurement Directorate (PD) with their FOIA-related needs for improved internal management and responsiveness to requests for procurement information. For the SBI AO, within six months of taking over the FOIA function, Compass eliminated a long-standing FOIA backlog with no resulting administrative appeals or litigation. For both organizations, Compass services include: coordinating document searches with appropriate individuals or offices (internal or external); reviewing all input for responsiveness and applying redactions, as necessary; and communicating orally and in writing pursuant to the statute with FOIA requesters, third-party submitters, DHS/CBP internal personnel at all levels and in all offices, as well as other agencies’ personnel. Compass designed, developed, implemented, and maintains the PD FOIA Tracker within CBP KMS Microsoft SharePoint platform. Compass provided substantial comments for the re-write of the FOIA Standard Operating Procedure (which ultimately became the *Contracting Personnel Guide to Processing FOIA Requests (July 2010) *and a proposed FOIA contract clause. To reduce and eliminate certain FOIA requests, Compass has begun designing, developing, implementing, and maintaining a PD FOIA Reading Room program. Compass personnel regularly provide expertise to PD senior management on FOIA and implementing regulations, search and processing procedures, and FOIA exemptions. Compass’s FOIA best practices program administration model introduced for SBI AO was adopted and implemented by the PD.
In further recognition of its FOIA management capabilities, CBP recently awarded Compass a new contract to provide several high-level FOIA analysts.
